While joining NPC deputies from the southwestern province of Guizhou to deliberate on the report, Li urged earnest implementation of environmental protection standards as many industrial enterprises in eastern regions have moved to central and westerns regions like Guizhou for lower costs, which raises environmental concerns.

Li called for better education and training of high-quality human resources to help lay a sound foundation for industrial transition.

He also asked local governments to support migrant workers to return to their rural hometowns to start businesses and create jobs.

While joining the discussions with the NPC deputies from the Hong Kong and Macao special administrative regions, Vice-Premier Zhang Dejiang encouraged the deputies to play a greater role in the implementation of the "one country, two systems" policy.

In his discussion with NPC deputies representing Taiwan compatriots, Yu Zhengsheng, a Standing Committee member of the Political Bureau of the Communist Party of China Central Committee, said efforts must be made to increase mutual trust and exchanges to consolidate the foundation of the peaceful development of cross-Straits ties.

Liu Yunshan, another member of the Standing Committee, said policymakers must have the vision to ensure policies cater to demands both at present and in the future.

Liu made the remarks while joining the panel discussion with national legislators from East China's Fujian province.

Standing Committee member Zhang Gaoli said urbanization should be carried out in an active yet steady way while joining the panel discussion with national legislators from Southwest China's Chongqing.

Zhang expressed a wish for Chongqing to lead other provinces in western China to build a well-off society in an all-round way.
