BEIJING - China on Wednesday issued a national action plan stating that condoms or condom vending machines should be available in 95 percent of the country's hotels by 2015.

The State Council, or China's cabinet, published the AIDS Action Plan for the 12th Five-Year Plan period (2011-2015) on the government's official website.

The plan urged comprehensive intervention to prevent HIV/AIDS infection through sexual intercourse, as intercourse has become the most common transmission channel in China.

The action plan states that the ratio for condom use should rise to 90 percent for those who are "highly vulnerable to HIV infection."

The number of intravenous drug users who share needles should decrease by 15 percent by 2015, according to the plan.

The plan asks governments at all levels to designate public places where condoms or condom vending machines can be made available.

China has about 780,000 people living with HIV/AIDS, including 154,000 AIDS patients.
