BEIJING - China on Tuesday refuted a report that said China-based hackers had targeted the Indian government, saying the accusations were groundless and fall short of evidence.

A report said Canadian and American researchers based at the University of Toronto had discovered a spy operation, called "Shadow Network," based in China that had hacked into Indian government computers and accessed top secret files.
Jiang dismissed the report as groundless, saying accusers of this kind had never provided any evidence to the relevant Chinese departments nor asked for assistance.
"Hacking is an international issue and should be dealt with by joint efforts from around the world," Jiang said at a regular news briefing.
China has actively participated in international cooperative efforts to boost Internet security, she said.
