Starting at 21:50 on May 19, the internet loaded much more slowly in Jiangsu, Anhui, Hainan, Gansu, Zhejiang provinces and Guangxi Zhuang Autonomous Region. Sometimes, it failed to load entirely. Service returned to normal at about 1:20 am the next day.

Police later found an illegal Internet server had attacked "baofeng.com,” a website that allows users to download a program that plays digital videos. This eventually led to problems with China Telecom’s internet service in the region.

More investigation revealed that illegal sever was located in Foshan City of Guangdong province. The police then detained the suspects there, and they were sent back to Jiangsu, where they were questioned further, and then arrested.
