Xi'an, capital of Shaanxi Province, wants to stamp out domestic violence.
The government's plan will be carried out from now on untill the end of 2008,
trying to keep the number of cases of family violence below 1.5 per 10,000
households this year and 1.3 cases next year.
Also, a center to take reports of domestic violence will be built in every
police station, and a network for help and prevention will be established in all
the communities, towns and villages of the city. Legal aid and shelter will also
be provided to victims.
