Huizhou, a developing city full of vigor and vitality

Huizhou is located in the southeast of Guangdong Province, the northeast end of Pearl River Delta, to the north of Daya Bay of South China Sea and adjacent to Shenzhen and Hong Kong.

Apart from Shenzhen, Huizhou is the second mainland city closest to HongKong. Huizhou is in the Pearl River Delta economic zone. Under its jurisdiction, there are Huicheng and Huiyang Districts, and Boluo, Huidong and Longmen Counties. Huizhou has two state-level development zones: Daya Bay Economic and Technological Development Zone and Zhongkai Hi-Tech Development Zone. Huizhou has a land area of 11,200 square kilometers, as big as one quarter of the Pearl River Delta economic zone. With a sea area of 4,520 square kilometers and a coastline of 223.6 kilometers, Huizhou is one of Guangdong Province's sea cities. The permanent population of Huizhou is 3.21 million.

Huizhou is a historical city of Guangdong Province. It has been historically known as "A Famous Prefecture of Lingnan" and "The Gate of Easten Guangdong". During the more than 1,000 years from the Tang Dynasty to the modern times, more than 480 Chinese celebrities had been guests or visitors at Huizhou. Renowned poet Su Dongpo of the Northern Song Dynasty once lived in Huizhou for three years. Sun Yatsen, Zhou Enlai once did revolutionary work in Huizhou. A number of democratic fighters and revolutionaries such as Liao Zhongkai, Deng Yanda, Ye Ting and Zen Sheng had come from Huizhou.

Huizhou is endowed with rich natural resources, especially tourism resources. It has more than 900 scenic spots with potentials for tourism development. With a variety of resources, Huizhou is a combination of natural beauties and cultural attractions. Mountains, rivers, lakes, seas, springs, waterfalls, forests, gorges and islands can all be found here. Six places have been listed as state-level or province-level scenic spots and natural reserves. Here you can find Luofu Mountain - "The First Mountain in Lingnan", Nankun Mountain - "The Oasis on the Tropic of Cancer", Xunliao Bay - "The Eastern Hawaii" and Huizhou West Lake - "The Beautiful Xizi". The only sea turtle nature protection area is located in Huizhou.

As early as ten years ago, Huizhou already stood in the line of "China's 40 Excellent Cities of Investment Environment" and "50 Best Chinese Cities in Comprehensive Strength". The fine investment environment has been appreciated by investors from home and abroad. In recent years, Huizhou has made tremendous efforts to crate a fine investment environment. Four honorable titles have come to Huizhou: "Chinese Outstanding Tourism City", "National Health City", "National Garden City" and "National Environmental Protection Model City". All this has given Huizhou a superiority in environment.

At present, a modern traffic network has been built up consisting of deepwater ports, railways, expressways and airports. Huizhou Port is a national first-grade port and it is 47 sea miles from this port to Hong Kong by waterway. Huizhou has a deepwater coastline of 30 kilometers where more ports can be built. Huizhou Port has a yearly throughput of 120 million tons. Presently, with the availability of two ten-thousand-ton wharfs for general purposes four 35,000-ton wharfs for petroleum and gas, the port has reached the yearly throughput of 15 million tons.

The Beijing-Kowlon Railway and the Guangzhou-Meizhou-Shantou Railway meet in Huizhou. When construction of the Huizhou-Aotou (Port) Railway is completed, these three railways will form a linter-continental railway in Huizhou. Four expressways connect Huizhou with neighboring cities. Huizhou has 7,211 kilometers' mileage open to traffic and a highway density of 65 kilometers per hundred square kilometers. From Huizhou it is only one hour's drive to Shenzhen Huangtian Airport and 2.5 hours' drive to Guangzhou Baiyun Airport.

Telephones are found everywhere. There are 73.2 telephones for every hundred people in Huizhou. A number of national first-grade optic-fiber cables run through Huizhou and are connected with Huizhou¡¯s communications network, forming a modern information expressway network.

Huizhou has a yearly capacity of providing 400,000 tons running water to urban citizens. In terms of power supplying, Huizhou is one of the 53 cities in China whose main transformer capacity is over 2 million kilovolts.

During the past 26 years of reform and opening-up to the outside world, Huizhou has stuck to the strategy of "Development through industry" and has been striving for an export-oriented economy. A great number of industrial giants have found their homes in Huizhou.

TCL, Desay, Macat, Foryou are the representatives of large-scale state-owned enterprises; Cosun and Fushen are good examples of civilian-run enterprises. TCL Telephone, TCL Color TV, TCL Mobile Phone, Fushen Shirt, Macat Camera, Desay Battery, Desay Digital Stereo, Cosun Telephone, CECT Mobile phone are renowned brands. A giant sales network has been set up throughout the country.

A number of domestic and international industrial giants have built their production or research bases in Huizhou: General Electrics, Sony, Panasonic, Samsung, LG, Philips and Lenovo, to name just a few. An open economic structure has been set up with state-owned enterprises as the head, electronic and IT industry as the pillar and a variety of economic sectors as supporters. In 2002, whole city realization GDP 52.52 billion yuan and total industrial value of 12.163 billion yuan. The accumulated amount of foreign funds actually used was over US$10 billion. More than 8,000 foreign-funded enterprises have been set up in Huizhou, 17 of which are among the global 500. At present, Huizhou is the world¡¯s biggest production base of batteries and laser heads, Asia¡¯s biggest production base of telephones and computer motherboards, and one of China¡¯s biggest production base of television sets, car radios, high-grade electric products and cameras. Huizhou has become one of the cities in southern China with the highest development speed, the biggest potentials and the best vitality.

In November, 2002, the biggest joint venture project China has ever had ¨C the CSPS Nanhai Petrochemicals Project officially commenced. This project has a total investment of US$4.3 billion and the foreign investor is the world-famous Shell Company. The project will officially be put into production in 2005. The construction of this project has brought about great economic benefits for Huizhou. It is estimated that in the next 5 to 10 years, this project will bring a fund of 60 to 100 billions yuan to Huizhou. The construction of the project marks the coming of a new round of construction waves. This will set up a pattern for Huizhou¡¯s development in the next hundred years and will be an immeasurable driving force for the industrial restructuring and upgrading and economic development of Huizhou and Guangdong. At present, Huizhou is busy with the planning and implementing of three strategic economic bands. With industrial parks as carriers, IT as contents, an IT Industry Band is being built. Through the construction of a university city and the introduction of famous universities in Huizhou, a Cultural Industry Band will be built. With the superiorities of Huizhou Port and the experience of developed countries, a Heavy Chemical Industry Band will be built. These three bands bring new ways for Huizhou¡¯s economic development.

The present Huizhou is full of vitality and is ready for further development. The CSPC Nanhai Petrochemicals Project will soon be put into production. Huizhou Municipal Party Committee and Huizhou Municipal Government is seizing this historical opportunity to bring about a new round of development waves. The government is striving hard to build Huizhou into a modern IT and petrochemicals city and is working hard to build a well-to-do society in an all round way and basically realize socialist modernization in Huizhou. The Municipal Party Committee and the Municipal Government plan to build in Huizhou ¡°Four bases¡± and ¡°One center¡± within the next 10 years: IT Industrial Base, Petrochemicals Base, Export Base, Tourism Base and Modern Material Circulation Center. By 2010, Huizhou will try to achieve a GDP of 170 billion yuan, four twice as much as that of 2000, and a GDP per capita of over US$5,600. Meanwhile, Huizhou people are working hard to build Huizhou into a green city for tourism and will make great efforts to win more national titles such as "China Human Habitat Award", "UN Living Environment Award" and "International Garden City".
