Sound healthcare system needed

"We had made great effort but failed to reach the set goal," Wen said when he joined a panel discussion of members of the 10th National Committee of CPPCC.

"We will faithfully report to deputies of the National People's Congress (NPC) what had been done in 2006 to reduce energy consumption and pollutant emissions in the paper on the work of the government," the premier said.

Wen is to issue the government work report at the opening meeting of the 5th Session of the 10th NPC, which is scheduled to begin today.

The government will report its work on energy saving and reduction of pollutant emissions every year in the 2006-2010 period when China implements its11th Five-Year Planfor national economic and social development, said Wen.

Along with the yearly report on this target, "we will deliver a final report in the last year of the five-year period," he said.

In his report on the government work delivered at last year's NPC annual session, Wen announced the goal of reducing energy consumption by 20 percent per unitGDPin the five-year period from 2006 to 2010. The goal for 2006 was 4 percent.
