Political adviser Ma Rongcai proposed on January 24, 2016, elevators should be added not only in old communities but also in some new communities with no elevator built in their apartment buildings for some reasons.

It must firstly be cleared which apartment buildings should be installed elevators, Ma Rongcai pointed out. Besides old residential buildings, some new apartment buildings are not accessible to an elevator because they were built to keep the same style of existing old buildings or they are neighboring an airport, making them too low in height to meet the standard of installing an elevator.

Ma said: “I got the news elevator installation is being carried out in 100 piloted old communities on the Internet. I hope, within the Property Law, the work can be accelerated by creative mechanism. The standard should be loosened to some apartment buildings without an elevator due to special reasons.”

The work needs multiple investments from government, residents and working units who have the property rights of a residential building.
