New measures to boost modern industrial system

A package of service measures designed to facilitate enterprises' new quality productive forces was launched on Tuesday by the State Grid Shanghai Electric Power Company in Shanghai.

The measures, consisting of 18 items, are in line with Shanghai's upgraded requirements for high-quality and stable power supply as the city speeds up the development of new quality productive forces in sectors including integrated circuits, biomedicine, AI, new energy vehicles, and high-end equipment.

"The 15th Five-Year Plan (2026-30) period marks an important phase in building a modern industrial system, which requires the continuous improvement of power supply reliability and service quality, so as to both support the transformation and upgrading of traditional industries, and actively adapt to the development needs of emerging industries," said Pan Yuelong, chairman of the supervisory board of the China Electricity Council.

Pu Yapeng, deputy director of Shanghai Municipal Commission of Economy and Informatization, said the development of Shanghai's modern industrial system cannot be achieved without stable and reliable power support.

The implementation of the measures would significantly enhance Shanghai's power supply reliability and service quality, offer a solid power supply foundation for the city's industrial and supply chains, and provide strong energy support for the high-quality development of Shanghai's industries," said Pu.

Shanghai's three leading industries namely integrated circuits, biomedicine, and artificial intelligence, saw their combined industrial scale surpass 2 trillion yuan ($298 billion) in 2025. Such strong growth has created greater demand for a high-quality and reliable power supply, according to State Grid Shanghai.

Sheng Ming, deputy general manager of the State Grid Shanghai Municipal Electric Power Co, said the implementation of the new service measures will be a systematic effort involving multiple parties, including government, the power grid and power users.

"The unveiling of the 18 specialized service measures is just the beginning, and State Grid Shanghai is committed to turning these policies into tangible improvements in power supply services," Sheng said.

Lu Aiguo, an official from the Shanghai Municipal Development and Reform Commission, said the service package represents an effort to optimize the city's business environment by responding to the evolving power supply needs of enterprises.

"The high quality power supply is hoped to build a solid foundation for Shanghai's new quality productive forces development," Lu said.
