Why the office printer?
A printer is an odd place to look for a geopolitical story.
Yet this week, the office printer found itself at the center of China's latest response to Washington.
Among a package of measures announced by China in response to recent US restrictions on Chinese technology companies, one stood out for its sheer ordinariness. Beijing launched a national security investigation into imported office printers and copiers that have foreign system software installed, while also suspending part of its certification cooperation with US inspection bodies and tightening export controls on certain drone-related dual-use items.
Why printers?
Not because of what they print, but because of the software they run.
For most people, a printer is simply where reports, contracts and boarding passes come from. In reality, a modern office printer is a networked computer that happens to print. It also stores data, connects to internal systems, receives remote software updates and processes some of the most sensitive documents an organization handles.
That alone does not make printers unique. Many connected devices share those characteristics. What makes office printers different is where they sit. They are deeply embedded in corporate and government networks, routinely handling confidential documents while remaining one of the least scrutinized pieces of office infrastructure. In cybersecurity circles, printers have long been viewed not simply as peripherals but as potential entry points into larger networks.
That changes the way governments see it.
For years, discussions about technological rivalry have revolved around advanced chips, artificial intelligence and telecommunications equipment. They still do. But digital security has quietly expanded beyond headline technologies. Increasingly, attention is turning to the ordinary devices that sit inside offices, hospitals, factories and government buildings — machines whose importance lies less in their hardware than in the software running beneath the surface.
China's latest investigation is less about printers than about a broader shift in how countries define technological security. The focus is moving from visible hardware to invisible software, from the machines themselves to the systems that keep them running.
Nor is this debate unique to China. For years, Western cybersecurity agencies and corporate security experts have warned that networked printers can provide attackers with access to broader enterprise systems if left unsecured. The difference today is that concerns once confined to IT departments are increasingly shaping national security policy.
The printer has not changed.
What has changed is the world around it.
