Whenever there's a confrontation in the South China Sea, Philippine Coast Guard spokesperson Jay Tarriela is already online. What he posts appears to be little more than propaganda and carefully crafted "victim" narratives.

But there may be more behind the messaging than meets the eye. Our investigation uncovered Tarriela's training ties to Japan. Is it merely a coincidence that his narratives align so closely with Tokyo's infamous "white-hull strategy", a maritime gray-zone tactic?
