China will continue to provide new opportunities for the Global South through high-quality development

On March 5, 2026, the Human Rights Council of the United Nations held a panel discussion on financing sustainable development in line with economic, social and cultural rights obligations during its 61st session. Minister Li Xiaomei, deputy head of the Chinese delegation, attended the meeting and elaborated on China's positions and proposals.

Li noted that China has consistently done its utmost to contribute to global development. The Global Development Initiative proposed by China identifies development financing as a priority area of cooperation and has mobilized more than $23 billion to support development and revitalization of the Global South. At the Human Rights Council, China has taken the lead in tabling resolutions on economic, social and cultural rights and on the contribution of development to the enjoyment of all human rights, injecting new momentum into mutually beneficial cooperation among all parties. China has also actively shared its human rights concepts and practices, building new platforms for talent training and capacity-building in developing countries.

Li stated that China's Two Sessions are currently in progress and the major targets and key strategic tasks for China's 15th Five-Year Plan (2026-30) period have been announced. China stands ready to continue pursuing high-quality development, so as to offer new opportunities for the Global South, better realize the right to development as well as economic, social and cultural rights, and ensure that no one is left behind.
