Shanghai plans to build a "rocket city" in the city's Minhang district with the aim of becoming a national hub for the commercial aerospace industry.

Targeting an industry value of around 100 billion yuan ($14.39 billion) by 2027, the rocket city is designed to foster a commercial aerospace cluster that integrates R&D, manufacturing, launch, operations, and applications.

The rocket city aims to host a complete industry chain of reusable rocket and be able to produce 80 rockets and 200 satellites annually by 2027.

By 2030, it plans to build a one-stop service system for production and launch, with an annual output of 150 rockets and 500 satellites.

Key priorities of the development plan include strengthening commercial rocket production and launch capabilities, and establishing integrated industrial chains spanning rocket–satellite launches, in-orbit operations, and aerospace applications.

Subsidies will be provided for commercial space launch activities.

As the leading enterprise in China's commercial spacecraft and application industry chain, China Aerospace Science and Technology Corporation will play a central coordinating role, fostering growth across the commercial aerospace ecosystem.
