Hainan begins island-wide special customs operations, marking a new stage of opening up

China has launched island-wide special customs operations in the Hainan Free Trade Port (FTP), with the island designated as a special customs supervision zone under a clearer, rules-based system. The framework is summed up as "freer access at the first line, regulated access at the second line, and free flow within the island". The move expands the share of zero-tariff products from 21 to 74 percent, and the related list from 1,900 to over 6,600. Zero-tariff goods processed in Hainan may be sold to the mainland duty-free if local processing generates an added value of 30 percent or more. This move sends a clear signal: China's door to opening up will only open wider.
