Shanghai unveils action plan to boost establishment of open source system

The Shanghai municipal government has issued an action plan to strengthen the construction of an open source system, with a goal of incubating over 200 high-quality open source projects by 2027.

According to the action plan, by 2027, a preliminary open source system with complete technical support, a perfect service system, a reasonable talent structure, and a prosperous open source industry will be established. One to two open source communities with international influence will be created, 100 open source commercial enterprises will be cultivated, more than 200 high-quality open source projects will be incubated, and over 3 million open source developers will be gathered.

By 2030, the role of open source in leading industrial innovation and improving the resilience of industrial and supply chains will be highlighted, and an atmosphere of actively building, using, and contributing to open source will be basically formed, said the action plan.

Specifically, the action plan offers guidance to build open source basic capacity, optimize open source projects, agglomerate open source talent, popularize open source culture, and collaborate on open source governance.

Qiu Wei, chief engineer of Shanghai Economy and Informatization Commission, said, "Currently, open source is no longer just a simple 'code sharing', but a core engine for technological innovation. With the deepening and widespread application of digital technology, open source is gradually expanding and evolving into specific fields of the economy and society, promoting the interconnectivity of innovation chains, industry chains, and value chains on a larger scale."

"Next, we will increase our overall coordination efforts and work with relevant departments to promote the early implementation and effectiveness of the action plan. We will encourage areas with advantages, such as Pudong and the Yangpu district, to actively explore open source mechanisms, talent gathering, industry finance cooperation, and ecological construction. We sincerely welcome domestic and foreign technology companies, innovation institutions, and individual developers to Shanghai to join the open source industry," Qiu said.
