Guangdong outlines economic priorities for 15th Five-Year Plan period
Guangdong province has released a proposal outlining its economic priorities for the 15th Five-Year Plan period (2026-30), calling on cities across the province to strengthen technological self-reliance, support the real economy, and narrow regional development gaps.
The blueprint, released over the weekend, sets out tasks that emphasize building a modern industrial system, accelerating industrial upgrading, and deepening reforms. Scientific and technological innovation is positioned as the main driver of growth, with local governments instructed to align industry development more closely with research and innovation capacity.
Guangzhou, the provincial capital, has pledged to prioritize manufacturing as the foundation of its development strategy. The city plans to advance a modern industrial system by upgrading traditional industries, expanding emerging sectors, and nurturing future-oriented industries during the next five-year period.
Shenzhen will continue to focus on the real economy while stepping up investment in innovation platforms and infrastructure. The city aims to accelerate the construction of a comprehensive national science center within the Guangdong-Hong Kong-Macao Greater Bay Area, with an emphasis on fostering new quality productive forces.
Foshan has committed to strengthening its manufacturing base through smart manufacturing. The city plans to push forward industrial upgrading, expand emerging industries, and support future industries, while improving applied research capabilities and raising the standard of modern service industries.
Dongguan has identified intelligence and innovation as key drivers of its next stage of industrial development. With artificial intelligence at the core, the city will focus on innovation-led industries, quality improvement, and brand building, with the goal of moving its manufacturing sector toward the higher end of the value chain.
