CMVR drives intelligent vehicle innovation, global expansion

CMVR has also established cross-sector technical alliances and innovation labs with automakers and suppliers, including Changan and Seres.

"We are creating a model of technology empowerment, standards leadership, and ecosystem co-development," Min said, "making CMVR a critical node in the cluster ecosystem."

As Chinese automakers expand internationally, CMVR's regulatory and testing expertise has become increasingly valuable.

The institute has built a global regulatory coordination platform to help carmakers navigate fragmented approval systems.

"Different countries have diverse certification requirements, especially in fast-evolving areas like autonomous driving and NEVs," Min said.

"CMVR provides one-country-one-solution compliance services, covering regulatory research, certification guidance, and localized testing, which significantly shortens the time-to-market for enterprises," he said.

CMVR has established localized road-testing teams in Southeast Asia, complementing advanced domestic facilities.

The institute has supported trials for Chinese brands entering Europe, the Middle East, Australia, and New Zealand, adapting vehicles to local traffic conditions, communication protocols, and data compliance requirements.

CMVR also leverages the broader China Merchants Group ecosystem, including logistics, ports, and finance, to provide integrated solutions for overseas expansion.

"We offer one-stop solutions combining testing, warehousing, shipping, and financing to help Chinese NEV brands enter international markets," Min said.

Analysts note that CMVR's combination of testing authority, R&D, and international outreach could contribute to China's structural advantage in the global NEV race.

CMVR aims to expand its regulatory platform and innovation alliances, accelerating international recognition of Chinese standards and ensuring that domestic innovations meet global requirements.

"We will keep advancing our platform-and-ecosystem strategy, expanding certification networks globally and working with international industrial innovation platforms to extend the reach of Chinese standards, technologies, and development models," Min said.
