Xi urges bolstering military governance at Political Bureau group study session

Xi Jinping, general secretary of the Communist Party of China Central Committee, has emphasized the need to strengthen all-around military governance and expand the achievements in national defense and military reform in order to promote high-quality development of the armed forces.

Xi made the remarks on Monday while presiding over a group study session of the Political Bureau of the CPC Central Committee. The study session was convened ahead of China's Army Day, which falls on Aug 1.The day was designated to commemorate the founding of the Chinese People's Liberation Army.

Strengthening military governance across the board is a strategic requirement for accelerating modernization of national defense and the armed forces, and is also part of the nation's efforts to modernize its system and capacity for governance, he said.

Xi called for a full understanding of the significance of comprehensively strengthening military governance, highlighting the need to promote the development of a strong military with enhanced military governance.

His remarks came as the Chinese military is at a crucial juncture of building itself into a world-class armed forces amid rapid advances in global sci-tech revolutions and profound changes in military affairs.

The CPC has set out the goal of achieving basic modernization of national defense and the armed forces by 2035. To this end, the 20th CPC National Congress, held in October, made it clear that the nation will strive to improve the structure and composition of the armed forces and refine the framework of military policies and institutions.

During Monday's group study session, Xi noted that strengthening all-around military governance concerns all aspects of national defense and military development. Efforts should be made to enhance the top-level design and strategic planning of military governance, and improve overall coordination, he said.

Xi underscored the need to strengthen management and supervision over military expenditure and intensify governance in key fields. Efforts should be made to integrate military governance with reform and the rule of law, strengthen legislation in military affairs and step up the implementation of rules and regulations, he said.

He urged high-level military agencies and officers to take the lead in having a more open-minded approach, innovating their work style and enhancing the capabilities of systemic governance and rule-of-law governance.

Xi also emphasized the need to better coordinate strategies and plans, align policies and systems, and share resources and production factors between the military and civilian sectors, in order to consolidate and enhance integrated national strategies and strategic capabilities.
