Linyi county ramps up innovation in grassroots governance

In recent years, the inspection units of the Linyi county Party committee have focused on promoting the discovery of problems through practical inspections; attaching great importance to inspection rectification; and making efforts to promote integrated rectification, synchronized rectification, and rectification before inspections, according to the county's Party committee.

The eventual goal of these efforts is to enhance the role of inspections in promoting rectification, governance and construction, and to do well in the inspection process, the county's Party committee said.

To tighten and consolidate the main responsibility for inspection rectification, and promote the implementation of inspection rectification outcomes, after each round of inspections, the county holds special meetings to carefully study the problems.

The problems are categorized into projects supervised by the county Party committee office, key rectification tasks of the county discipline inspection commission and supervisory commission, leading rectification tasks of the county Party committee organization department, and systematic governance tasks of relevant functional departments.

The rectification is carried out in an orderly and steady manner. Personalized problems are given individual feedback to the inspected units, to promote their sense of responsibility, voluntary acceptance and timely rectification. For common problems, relevant units are urged to carry out rectification while inspections are ongoing, so as to achieve the effect of "inspecting one, rectifying a region and governing a domain", and improve the overall and systematic nature of inspection rectification.

Yang Xilong, deputy secretary of the Linyi county inspection commission, deputy director of the supervisory commission and member of the county party committee's inspection leadership group, said: "Regarding rectification, we will track and assess the effectiveness of rectification in various units, implement a 'three-signature' process for rectification reports, establish an assessment group for inspection rectification, evaluate each case based on feedback and give a deadline of one month for rectification if requirements are not met. For units that have performed poorly in rectification or provided false reports, resolute accountability and sanctions will be imposed."

While handling problem clues, townships and functional departments are also urged to conduct a one-month self-inspection and self-correction campaign. Suggestions are made to relevant departments and responsible units to urge the improvement of systems and fulfill their duties responsibly and proactively.

"By clarifying the political responsibility for inspection rectification, gathering strength, and ensuring that no blind spots are left in inspection rectification, the next step will continue to use daily inspections, special inspections and other methods to urge relevant departments and units to plug loopholes in systems, promote both symptomatic treatment and address root causes, standardize management, and expand the effectiveness of inspection rectification. This will contribute to clear obstacles for the promoting of high-quality development," said Liang Wei, member of the Linyi county party committee, secretary of the county discipline inspection commission and the director of the supervisory commission.
