Bloc reaches deal on carbon market reform
EU member states and parliamentarians have announced an agreement for major reform to the bloc's carbon market, as part of its ambition to reduce emissions and invest in climate-friendly technologies. The deal means emissions in the ETS sectors are to be cut by 62 percent by 2030 based on 2005 levels, up from a previous goal of 43 percent. Concerned industries must cut their emissions by that amount, according to a statement.

Vote counting finishes with no clear winner
Vote counting finished in Fiji's general election on Sunday but there was no clear winner, and various political parties are now negotiating to form a coalition government. Sitiveni Rabuka, who served as an elected prime minister in the 1990s, emerged as the main challenger to Prime Minister Frank Bainimarama. Rabuka's People's Alliance Party and allies the National Federation Party won about 45 percent of the vote combined. Bainimarama's Fiji's First party won about 43 percent.

Border city declares state of emergency
The mayor of the Texas border city of El Paso declared a state of emergency on Saturday, citing the hundreds of migrants sleeping on the streets in low temperatures and the thousands being apprehended every day. Mayor Oscar Leeser, a Democrat, said the emergency declaration would give city authorities the resources and ability to shelter migrants who have crossed the Mexican border. The move comes as El Paso, a Democratic stronghold with a history of welcoming immigrants, has struggled to deal with tens of thousands of migrants crossing the border.
