9 am: The fifth session of the 13th National People's Congress opens at the Great Hall of the People. Premier Li Keqiang makes the Government Work Report.

Other drafts to be submitted for review include: a draft annual plan for national economic and social development; draft 2022 budgets; the draft amendment to the Organic Law of the Local People's Congresses and Local People's Governments; the draft decision of the fifth session of the 13th NPC on the number of deputies to the 14th NPC and their election; the draft method for the Hong Kong SAR to elect deputies to the 14th NPC; and the draft method for the Macao SAR to elect deputies to the 14th NPC.

3 pm: NPC deputies and CPPCC National Committee members hold group discussions.
