This is a gesture to encourage more of its people participate in winter sports, because Hebei aims to involve 30 million people in winter sports by 2022, when the 24th Winter Olympic Games will be held in Beijing and Zhangjiakou, Hebei.

In China, roller skating or in-line skaing is a sport that can be learned first before learning ice skating. It's easier to promote. Many athletes are first roller skaters and then become ice skaters.
