5. Boost high-quality development, and improve overall economic competitiveness via innovation and reform and opening-up.

A number of advanced manufacturing clusters with international competitiveness will be built.

New driving forces through regional development strategies are stressed, including the coordinated development of the Beijing-Tianjin-Hebei region, the integrated development of the Yangtze River Delta, and the construction of the Guangdong-Hong Kong-Macao Greater Bay Area.
