Robin Li, chairman and CEO of China's internet giant Baidu and member of the 13th National Committee of the Chinese People's Political Consultative Conference (CPPCC), gave press interviews in Beijing on March 2.
Li brought four proposals to this year's National Committee of the CPPCC, including national policies to encourage an artificial intelligence (AI) open platform, accelerating related legislation on autonomous driving, and offering preferential policies for companies in Xiong'an New Area.

Li said, "It's my second time to attend the National Committee of the CPPCC and in past five years my proposals mainly focused on some specific questions. And in the next five years I will find topics in fields other than IT and the internet."
Li believes that the impact of open platforms will grow bigger and bigger in the AI era and he hopes that the country will encourage more companies to open up the technologies through policy guidance. "It would be a good thing to enhance China's AI technology capabilities and its applications in other industries."
Robin Li thought that the infrastructure for the domestic autopilot industry is not yet perfect.

"The US does unmanned operations in Arizona because of the relevant policies provided there. The United States already has more than 20 states that have introduced autonomous driving laws and regulations, but in China only Beijing and Shanghai have introduced the relevant test provisions. "
He also called for the government to give more preferential policies to the enterprises in Xiong'an New Area. "The success of Shenzhen and Pudong New Area is still largely related to national policies and I hope that Xiong'an will have more flexibility on personal income tax and corporate income tax."
