Civilian capacity important for UN peacebuilding

UNITED NATIONS - A Chinese diplomat said on Thursday that professional and efficient civilian capacity is an important foundation and prerequisite for the UN post-conflict peacebuilding.

"Peace-building in post-conflict countries is an important work of the UN ... Professional and efficient civilian capacity represents an important foundation and prerequisite for the smooth conduct of the work at the UN," Yang Tao, counsellor of the Chinese mission to the UN, told a UN Security Council meeting.

China believes that making full use of human resources in the host country could help to further highlight the ownership of the host country in peacebuilding, he said.

Security sector reform, rule of law, human rights and social and economic development are the priorities of peacebuilding in the host countries, Yang said.

"The United Nations and international community should, in line with the actual conditions and needs, focus on recruiting, training and selecting qualified and matching professionals in the above areas."

Meanwhile, attention should be paid to taking advantage of developing countries and relevant regional organizations, and stepping up efforts to recruit civilian experts from developing countries.

Yang noted that the UN Secretariat in recruiting civilian experts should continue to adhere to principles of openness, equity and transparency.

"China hoped the United Nations to further optimize its management mechanism, make rational use of existing resources so as to achieve its maximum possible benefits," he added.
