Ban said Monday during a visit to Hungary that the deal to establish a "humanitarian presence" in Tripoli was completed Sunday by his special envoy to Libya and Valerie Amos, the UN humanitarian chief.

Ban said the UN already is providing aid in the rebel stronghold of Benghazi. He said the basic needs of tens of thousands of people in Libya are not being met.
