BRUSSELS - NATO approved a military plan late Sunday to help implement the United Nations arms embargo on Libya, a statement from the 28-nation alliance said.

More discussion would be needed, however, over the alliance's involvement in a no-fly zone over the oil-rich North African country.

According to local media reports, alliance member Turkey's opposition to NATO intervention in Libya stalled the body's approval of the no-fly zone plan. NATO makes decisions by consensus.

France, Britain and the United States, also NATO members, have already been carrying out strikes individually on Libyan targets since Saturday.
