Cameron's government has identified terrorism and cyber warfare as the most serious threats facing Britain. It is releasing on Tuesday a Strategic Defense and Security Review to detail areas to be sacrificed to achieve a 7 percent to 8 percent savings demanded by Britain's treasury.

The White House outline said Obama "noted that in the context of our special relationship and shared commitment as NATO allies, he appreciates the Cameron government's commitment to retain the full spectrum of military capabilities."
