Following the FA decision, rock concerts by Bon Jovi and the Rolling Stones
at Wembley may have to be cancelled or re-located while the rugby league
Challenge Cup final in August may also have to find an alternative venue.
"We do not want to set deadlines on when the stadium will open and be faced
with the constant speculation surrounding this as we approach individual
fixtures," the FA said.
"Therefore, we believe it is important that we are transparent with our
plans."
Earlier this month a 50-tonne steel roof girder slipped out of place at
Wembley, forcing the evacuation of the 3,000 site workers. Further delays have
been caused by drain and sewer problems and a dispute involving steel
sub-contractors.
Multiplex said on Friday that WNSL, a subsidiary of the FA, bore some
responsibility for the delay because it had opted to install finishing touches
like retail units and turnstiles only after construction work was complete.
"As the client has chosen not to integrate their works and operational
activities, these works will complete after our forecast date for substantial
completion of the stadium," a company spokesman said.
"The question of events therefore rests with WNSL and the Football
Association."
This year's FA Cup final on May 13 will take place at Cardiff's Millenium
Stadium.
