On Oct 26, 2015, the Fifth Plenum of the 18th Central Committee of the Communist Party of China was held in Beijing. It released the 13th Five-Year Plan for Economic and Social Development of the People's Republic of China (the 13th Five-Year Plan). Under the leadership of the Communist Party of China,theChinese people have laid a firm foundation to accomplish the first Centenary Goal of comprehensively building a moderately prosperous society by 2020. The second Centenary Goal is to build a modern socialist country that is prosperous, strong, democratic, culturally advanced and harmonious. So,the new five-year plan is the decisive stage in finishing building a moderately prosperous society in all respects.
