Chengdu, a major city in Southwest China, aims to become an important national creative cultural centre, as part of an overall effort to construct an internationally renowned city through sus tainabl e development by 2050, according to the latest overall plan of the city.

At the local two sessions annual meeting of the city's top legislative and political advisory bodies, representatives shared their insights about how to strengthen its competitiveness and its own version of soft power.

Jiang Weiwei, general manager of Chengdu Culture and Tourism Development Group, suggested the city develop its fashion and film industries, besides establishing cross-border film industry links to cities of countries involved in the Belt and Road Initiative. New technologies, such as the internet, artificial intelligence and big data, can be employed to organise the city's own international film festival, he said.

He added that Chengdu had the potential for "a city of music" to be constructed. "We can stage a high-level musical competition with international influence," he said. "We can also improve working relations with the Sichuan Conservatory of Music in training, research, production and business endeavours related to instruments, copyright and sales."

Local scenic spots linked to music can be featured on a map to attract visitors, he added. Musicals that tell stories about the giant panda, a key brand of Chengdu, can also be developed, together with funds and a copyright trade centre, to promote commercialisation of its musical assets, he added.

Wu Ping, a manager of the Chengdu branch of automaker FAW-Volkswagen, said the culture of Chengdu could somehow be incorporated into the designs of the vehicles. Longquanyi district in Chengdu, home to about 100,000 cars and parts producers, boasts many cultural stories too, she said.

Those stories can reflect the development path of the local automobile industry from being quantity-driven to being qualitydriven, she said.

On Feb 23, Chengdu officially released its Action Plan to Construct Western Culture and Creativity Centre. According to the plan, the city expects to become an important national creative cultural centre by 2022, whose industries are expected to contribute over 260 billion yuan (£29.6 billion) to overall GDP.

Its creative cultural activities by 2022 are themselves expected to contribute around 12 per cent to the city's GDP.

Chengdu wi l l focus on developing eight creative industries. These include the media and film, creative design, fashion, music, information ser vices and educational consultancy industries.
