Chengdu seeks more entrepreneurs

Chengdu is seeking more innovative entrepreneurs to grow its economy and will offer 1 million yuan subsidies to the right candidates in a bid to attract a high-skilled labor pool, the city announced on June 16.

City officials also said selected individuals will enjoy living subsidies and preferential treatment in establishing businesses as part of the project expected to take five to 10 years to realize.

The city is patterning its offer on earlier announcements of 1,000-person lists from the national government and 100-person lists from provinces to attract high-skilled workers. More than 50 high-skilled professionals from overseas will be included as part of Chengdu's 100-person list.

"The most essential element to decide high-level innovation and pioneering talents is that their R&D capacity or products with core technologies be of a leading level and internationally first class. Restrictions on educational backgrounds or age might be properly eased under a professional accrediting body if the candidates meet the essential conditions," said Zhan Qing, the city's deputy vice-director.

Officials said it is essential to rely on high-level innovation and pioneering talents to develop high-end industries.

The city's measures include incentives to attract, keep, and make the best use of the talents. The city hopes the initiative will attract high-level professionals to major city projects and to support cluster development of modern industries in the city.

In recent years, Chengdu has relied on its high-tech development zone, a national-level high-level overseas talent innovation and business establishment base, to build a "special zone for talents".

The city has more than 4,000 persons returning to China from abroad, including 12 selected to become part of the central government's 1,000-person plan and 26 chosen to participate in the provincial government's 100-person plan.
