Hubei Enterprise participates in drafting national standard

There is a common recognized view in business circles: first-rate enterprises set the standard; second-rate ones sculpture the brand; third-rate enterprises sell technologies; and button-rate ones only focus on product.

However, an obscure private company has played a main role in ordering two national standards. According to the international secondary technical level, its drafts passed internal audits by specialists last week, which have now been handed on to the National Standards Commission (NSC) for publication.

"National standards are often constituted by central research academies and institutes. It seldom happens with private enterprises. But Wuhan Eleca Electronics Co Ltd, a nondescript company specializing in electrophones, jumped up to fourth place for huge sales in the electrophone market," an official in Administration of Quality and Technical Supervision from Hebei Province said.

Last April, Eleca was regulated by the NSC to set two national standards—Sound Equipment and Measurement of Sound Effects. Zhang Jiantang, President of Eleca, said, "When other medium and small enterprises were busying capturing the market, Eleca devoted its mind to developing new techniques." Now, 95 percent of Eleca's products are exported to western countries. In addition, it has 28 patents and initiated DSP projects in China, which may be the reason why Eleca received the opportunity from the NSC.

The two projects of Eleca's participated draft weren't compulsory standards. But without it, all electrophone enterprises could sharply lose their overseas trade. By instituting standards, Eleca has improved its craftwork and become a leader in the market.

Kuang Xuhui, associate professor of the Economics Institution of Hubei Academy of Social Science said, "With the government's powerful support on producing high quality products, Hubei enterprises can be well ahead of other competitors. In this trade, the one who drafts the standard can have the biggest slice of the cake, and the followers obey the principles the former has established. It's beneficial to those medium and small enterprises to actively play a role in drafting standards, rather than competing to reduce prices."

Today, Eleca is at the top of drafting standards. In the first quarter, Hubei completed 16.3% of the annual export target. Eleca, on the other hand, exported 970,000 year-on-year.
