Delivering this year's Government Work Report, Premier Li Keqiang said China will introduce measures to improve the separation of rural land ownership, contract rights and the right to manage the land.

In November, the general office of the State Council and the general office of the Communist Party of China Central Committee jointly issued a document on the separation of rural land ownership rights, contract rights and land management rights, so as to guide the orderly transfer of rural land management rights and lay a solid foundation for modern agricultural development.

By separating the three rights, the distribution of land resources will be optimized and agricultural supply side structural reform will be promoted.

The separation of land ownership rights, contract rights and land management rights is expected to provide a guarantee for the development of modern agriculture and increasing farmers' incomes.

Experts suggest the government provide the necessary support for the separation of rural land ownership, contract rights and land management rights, including subsidies and insurance.

In addition, local regions should explore an appropriate management model according to the actual situations.
