Social development a priority

Party organizations and governments at all levels face the urgent and strategically important task of building a well-off society to establish long-term peace and stability in the country. The building of a well-off society is the main social and economic focus of the Party and the governments now, and will remain so in the near future. To achieve this, the authorities will have to deepen the reform and opening-up and expedite the transformation of the economic development model to promote innovation in social management, says an article in People's Daily. Excerpts:

Social management has always been important to the socialist cause. It is equally important for coordinating social relationship, resolving conflicts, promoting of social justice, and maintaining social stability.

At the recently concluded annual sessions of the National People's Congress and the Chinese People's Political Consultative Conference National Committee, the proposal to establish a sound social management system with Chinese characteristics during the 12th Five-Year Plan (2011-2015) period was high on the agenda. The proposal highlighted the importance and urgency of promoting innovation in and strengthening social management.

To realize this important social and economic task, organizations and officials at all levels have to perform their duties sincerely and fulfill their responsibilities.

The task of building a well-off society requires the country to adopt a social management system which will be conducive to changes in development characteristics. Though China has achieved in only 30 years what Western countries took centuries to accomplish, it faces intensive conflicts that have occurred during different stages of its social, political and economic development.

Therefore, it is very important for the authorities to better conform to the times, follow the law of development and be creative in their bid to build a social management system that will suit China's socialist economic and political systems.

The strengthening and promotion of innovation in social management is the fundamental need for the thorough implementation of Scientific Outlook on Development and building of a well-off society.

This decade is crucial for building a well-off society and transforming the economic development model. So it is imperative that governments and officials at all levels encourage innovation in social management.

This will help achieve key breakthroughs, maintain social order and guarantee that the goals are met on time.

A sound social management system is also the basic requirement to guarantee that people enjoy the basic rights and to consolidate the Party.

The rapid pace of the country's economic development has thrown up some problems in the social sphere in recent years. If they are not dealt with discretion or if someone tries to solve them unscientifically, they could undermine or even be detrimental to the general interest of the people, the Party and the country.

Officials should use the power vested in them by the people and the Party for the betterment of the people, especially to improve their livelihood and ensure that their fundamental interests are met. Also, officials should always try to improve governance capacity and adapt to the changing times.

A developing country with a population of 1.3 billion, China is undergoing a social reform that is unprecedented in human history.

Encouraging and strengthening innovation in the social management system can provide social impetus and vitality to the harmonious social factors and help realize the goals during the 12th Five-Year Plan period.

Helping achieve the goals is not only the sacred duty of officials at all levels, but also the right response to people's expectation and the development of the country.
