Restriction on car growth is key to Beijing's traffic jam

As part of the solution for the traffic congestion that's probably getting worse in Beijing with each passing day, I believe the government will have to take steps to curb the fast-growing car ownership in Beijing and encourage more reliance on public transportation.

Otherwise people in Beijing are just turning more and more highways into parking lots. Buses are not the reason Beijing has horrendous traffic jams. CARS are. I just read it in CD that Beijing is to have 4.5 million vehicles by this week! On the other hand, as an example, traffic problems in Shanghai are much more bearable because of its policy that discourages people there from buying cars.
