Toward culture of quality

Ongoing cultural industry reform has brought economic and social benefits, and will usher in rapid, healthy growth

Many significant changes have taken place since 2003, when China launched pilot projects to reform its cultural industry. Several of the pilot projects were almost complete within the next two years, after which the all-round reform of the cultural industry started. Since 2008, the authorities have issued a series of significant reform policies and implemented several plans across a range of fields, especially publishing.

The year 2009 is regarded as a milestone in cultural industry reform. There was a qualitative change in the pattern of the reform last year. For example, the "Cultural Industry Rejuvenation Plan" made the cultural industry the 11th national strategic industry, giving an impetus to the reform and development of the cultural industry.

The country's economic prosperity in recent years has helped the development of the cultural industry. Efforts to change China's economic development model have had a great impact on the cultural industry, which is still a new kind of tertiary industry. The main goal of cultural industry reform is similar to that of the first round of economic restructuring. It centers on "fostering micro market subject, that is, enterprises".
