Talks option still on

Contrary to belief that Iran's nuclear fuel swap deal with Brazil and Turkey may have slowed the pace of adopting fresh sanctions, a draft resolution on precisely such a move was circulated by the United Nations Security Council on May 18.

The five permanent members of the UN Security Council - Britain, China, France, Russia and the United States - plus Germany (P5+1) have conducted many rounds of talks on the content of the draft resolution.

Yet, thanks to efforts by China and Russia, the current draft has toned down some tough earlier provisions. The new draft disapproves of the use of force and the threat to use force. It also includes Iran's right to conduct international trade.

The new draft does not necessarily mean an end to diplomatic efforts, but rather opens the door for further talks and consultations.

The draft reflects the "double track" strategy that contains elements on sanctions against Iran while also supporting and encouraging diplomatic efforts.

The council members also need time to arrive at a consensus on the contents of the complicated draft.

Any UN resolution should contribute to safeguarding the international non-proliferation regime and maintaining peace and stability in the Middle East region.

It should also be guaranteed that countries having legitimate economic and trade relations with Iran would not suffer collateral damage due to any fresh sanctions.

The Middle East region holds strategic importance to world energy supply and energy security.

Another round of sanctions against the oil-rich Islamic nation would destabilize oil supply and negatively impact world economic recovery.

The world body should carefully consider the aftermath while charting any further move towards sanctions.
