Cleanse bureau for clean cops

Chongqing is reshuffling its police force to fight corruption. But corruption can be rooted out only if the entire security bureau undergoes reform, says an article in Xinhua. Excerpts:

All police officers between the deputy section head (the lowest administrative level) and deputy bureau director in Chongqing municipality will have to take a written exam and pass interviews to be eligible for new posts. The public security bureau chief of the city said the revamp is a routine exercise after six years, the term a police officer serves on a post.

Though many people have applauded the move, the popular belief is that it's part of the crackdown to rid the city of the unholy criminal-police nexus, because no other municipality has introduced such a procedure. New police officers can easily be sucked into crime if the bureau's old structure is retained. The 300 or so police officers arrested over the past few months had used the loopholes in the old structure to join hands with criminal gangs to run rackets all over the city. Only a foolproof bureau system can guarantee decentralization of power and regular supervision of all police officers. Therefore, if all the drawbacks of the system are not removed and the loopholes not plugged, the effectiveness of the reshuffle and the infusion of fresh blood will not be able to cleanse the system.
