Chinese Premier Wen Jiabao met with Japanese Prime Minister Yukio Hatoyama in Tokyo Monday, where the 2 countries agreed to reestablish a hotline between their 2 premiers. The 2 leaders also agreed to launch negotiations on implementing a principled consensus on the East China Sea issue, speed up the establishment of a maritime communication mechanism between the defense departments of the 2 sides, and negotiate and sign an agreement on maritime rescue at an early date.

Premier Wen arrived in Tokyo Sunday for a 3-day official visit. There he read a haiku describing his hope for friendly China-Japan relations at a banquet that evening. On Monday morning, Wen jogged through Yoyogi Park in Tokyo and joined local residents to practice traditional Chinese Taichi exercises. Japan is the 2nd destination of his 4-nation Asian tour, which has taken him to South Korea and will next take him to Mongolia and Myanmar.

The central government has rejected the draft plans for a property tax submitted by Shanghai, the China Times reported. Further modification has been demanded, and the tax rate may be adjusted to 0.6%, slightly lower than the previously predicted 0.8%. The newspaper cited unnamed sources with knowledge of the issue as saying that "the tax rules are now in the drawer of the Shanghai municipal government," though the authority said there were so far no concrete plans or a timetable for such a tax.

By Monday morning, Tropical Storm Agatha forced more than 112000 people to flee their homes as it whipped heavy rains across 4 countries, including Mexico and Honduras.

Queen Elizabeth II of the UK is demanding her first pay raise in 20 years to plug a looming ￡6m deficit in the royal household's finances, the Daily Mail reported Monday. Palace officials have warned the Treasury that they need a dramatic rise in the ￡7.9m annual civil list to maintain spending on state duties. The ￡7.9m grant covers the costs of the official royal household, from banquets and furnishings to housemaids and footmen. The civil list is negotiated every 10 years and the Government has to report to Parliament on the grant by July 3 at the latest.

The World Health Organization has selected "gender and tobacco, resisting advertisement campaigns targeting women," as the theme for this year's World No Tobacco Day, which falls on Monday. A report from China's Tobacco Control Office said many companies are marketing "light" and "fruit-flavored" cigarettes to women, who account for 3.08% of China's smokers. Female smokers face even more health hazards than males, including increased risk of menstrual disorders and breast cancer.
