Fellow delegates and comrades,

On behalf of the provincial people’s government, I now present to you my report on the work of the government for your deliberation and approval, along with the Draft Outline of 12th Five-year Plan of Yunnan Province for National Economy and Social Development. I also invite the provincial CPPCC members to submit comments and suggestions.

I. Overcome difficulties, bravely advance forward, and achieve outstanding results in economic and social progress

In 2010, we went through severe tests in economic and social progress. Under the correct leadership of the central committee of the Communist Party of China (CPC), State Council, and Yunnan provincial committee of the CPC, the provincial government united and led people of all ethnic groups in the province with brave difficulties, moved ahead, and scored remarkable achievements, a very happy ending for the development in the 11th Five-year Plan. The total output value increased by 12.3 percent in the province. The fixed investments soared 22.1 percent. Local financial budgeted revenues surged by 24.8 percent. Total retail sales of social consumables rose by 21.9 percent. Urban and rural resident incomes grew by 8.1 percent and 13.2 percent respectively. Urban registered unemployment rate stood at 4.21 percent. Energy consumption per unit of GDP dropped 3.6 percent. Total volume of foreign trade rose by 66.7 percent. Except for the 3.7 percent rise of the consumer price index, slightly higher than the 3 percent target, the province had fulfilled or over-fulfilled the objectives defined at the third meeting of the provincial 11th people’s congress.

II. Make innovations to push to a new level of scientific development in Yunnan

In the 12th Five-year Plan period, the province will accelerate the pace of transforming economic development. It will seize the rare opportunity to build itself into an economically developed and ethnic culturally developed province and a gateway of opening up to the outside world. It will construct itself into a moderately prosperous province in an all-round way, and accelerate industrialization and urbanization. The province is meeting both development opportunities and challenges, with greater opportunities and favorable development environments. The province is benefiting from exceptionally favorable conditions, as the country is proceeding with a new round of West China Development. The China-ASEAN free trade zone has been established. In particular, the province has development potentials as a result of China’s construction of gateways in the southwest region to open up to the outside world. Thanks to years of development, Yunnan has entered a new stage of rising rapidly on the basis of accumulated strength. We must firmly seize the opportunity and utilize the chances to push forward reform, opening up and promote modernization in the province.

In the 12th Five-year Plan period, we will firmly focus on the following eight points:

First, we must highlight structural adjustments, and facilitate dramatic change during economic development.

Second, we must give priority to industrial development, and markedly improve industrial comprehensive strength and core competitiveness.

Third, we must strive to enrich the people and vitalize the province, and promote rapid rise of urban and rural resident incomes and people’s living standards.

Fourth, we must invigorate the province with science, education and talents, and further consolidate development with innovations.

Fifth, we must continually improve infrastructure, and approve more projects.

Sixth, we must adhere to deepening reform and opening up, and reinforce development momentums.

Seventh, we must fully promote ecological construction and resources conservation, and stimulate ecological civilization construction to a higher level.

Eighth, we must pay higher attention to the development of border poverty-stricken areas inhabited by ethnic minorities, and facilitate important progress in regional harmonized development.

III. Do solid work to ensure good start for 12th Five-year Plan

This year, we have set out to implement the 12th Five-year Development Plan. A good start is of great significance for our province’s economic and social progress in the next five years. We must earnestly do all the work well, get off to a flying start for the 12th Five-year Plan, and greet the 90th anniversary of the founding of the CPC with excellent performances.

This year, we will give priority to the following nine tasks:

First, further consolidate the agricultural foundation, and ensure effective supply of farm produce and continuous growth of farmer incomes.

Second, vigorously implement the strategy of vitalizing the province with industry, and promote optimization and upgrading of industrial structure.

Third, accelerate developing modern service industry, and promote new breakthroughs in the tertiary industry.

Fourth, continually strengthen infrastructure construction, and gather more momentum for development.

Fifth, strive to develop all social undertakings and promote social civilization and progress.

Sixth, spare no efforts to guarantee and improve people’s livelihood, and elevate the living standards and quality of the people.

Seventh, make great efforts to resources conservation and environment protection, and do a good job in energy conservation and emission reduction.

Eighth, deepen reform and accelerate gateway construction in an all-round way.

Ninth, keep improving democracy and legal system, and take feasible measures to maintain social harmony and stability.

Fellow delegates, review the past, we feel encouraged by our achievements. Looking at the future, we are inspired by the bright prospects. We are full of confidence over the rosy prospects of Yunnan. Let us rally more closely around the central committee of the CPC with comrade Hu Jintao as general secretary, and under the strong leadership of the Yunnan provincial committee of the CPC, to make new and greater contributions to construct Yunnan into a well-off, democratic, civilized, open and harmonious province.
