Party secretary discusses 2014 goals at Urumqi High-Tech Industrial Zone Party Committee session

The Third Plenary Session of the First Communist Party of China (CPC) Urumqi High-Tech Industrial Zone Committee was held on Jan 6. The session sought to summarize the zone’s economic and social development efforts in 2013 and decide on a new comprehensive strategic direction and programs for 2014. A number of influential officials were in attendance.

Qiu Shuhua, Party secretary of the Urumqi High-Tech Industrial Zone, spoke at the conference. Qiu said that the high-tech zone saw rapid economic growth and great improvements in livelihood in the past year.

According to Qiu, in 2013, the zone’s GDP grew by 18 percent, amounting to 80 billion yuan ($13.2 billion). Fiscal revenue reached 7.46 billion yuan, a growth rate of nearly 40 percent. The zone introduced 78 large and medium-sized industrial projects and public investment of more than 50 billion yuan. It had also injected a considerable amount of money into research and innovation.

The region’s living environment had also improved significantly, with green area increasing by 6,475 hectares and green coverage reaching 35.1 percent.

Qiu said that the strategic target for this year includes: increasing the zone’s GDP to 92 billion yuan, foreign trade volume to $2.86 billion, and fiscal revenue to 8.8 billion yuan; growing average income of farm households by 18 percent and per capita disposable income of urban residents by 13 percent; creating more job opportunities; and decreasing the urban unemployment rate to 3.7 percent.

Qiu offered recommendations on achieving the targets: increase government financial support and introduce external investment for large industrial projects; accelerate the growth of the service sector; improve the zone’s technology innovation system; attract more leading enterprises and talents with policies and incentives; expand the social security network to cover both urban and rural areas; launch the Improving People’s Livelihoods campaign; and strengthen anti-corruption practices, political transparency and accountability in a people-oriented way.

The conference also awarded 79 government bodies voted by local citizens that performed well in the last year.

The participants were impressed by Qiu’s keynote speech. They discussed and shared ideas on further optimizing the zone’s environment for investment as well as improving its ecology in a seminar afterwards.
