Karamay people went to the library 0.8 times per capita in 2015, more than twice the standard of national excellence, which is 0.3 times per capita.

Karamay Library welcomed 240,000 readers in 2015, up 51 percent compared with the 158,000 visitors in 2014.

The Karamay Library, covering an area of 26,100 square meters, opened in April 2014. It has 2.23 million volumes in total. In order to meet the different reading demands of people of various backgrounds and ages, it set up a children's reading center, children's edutainment center, scientific literature center, periodicals reading center and electronic reading room. There are more than 2,000 seats and free WIFI service is available everywhere. The large collection of books, complete functions and comfortable studying environment attract more and more local residents to visit the library on a regular basis. More than 16.5 percent of people in Karamay have registered for a reader's card.

Chen Fei, deputy director of the Karamay Library, believes that the growing reading passion among residents is a credit to Karamay's Public Library Joint and Sharing Integrated Service (PLJIS) system as well as to the efforts to build a national public cultural service system demonstration city.

The PLJIS is a new library service system that links libraries of all levels in Karamay to boost sharing and maximization of book resources. The books borrowed from the Karamay Library can be returned to any community, school, or factory library. In addition, a 24 hour self-service library has been set up to facilitate borrowing and returning books.
