Zhu Mingyue: Build ‘cloud litigation’ and guarantee ‘cloud supervision’

Zhu Mingyue, a deputy to the National People's Congress (NPC) and founder and CEO of an IT company, conducted cloud supervision of an online trial over an alleged infringement upon the rights and interests of members of a collective economic organization in the Chongqing No 5 Intermediate People's Court, the 970th case tried online by the court in this year.

Zhu learned that since the outbreak of COVID-19, courts at three levels in Chongqing have made full use of the modern information technology to actively guide people in online litigation activities such as case filing, hearings, trials and mediations, effectively sparing people from time-consuming travelling. They have also punished illegal and criminal acts that hinder the epidemic prevention and control under the law, effectively protecting people’s safety and health.

Zhu said that during the period of epidemic prevention and control, the court overcame difficulties to adopt an innovative working mechanism that invited deputies to the NPC to carry out online judicial supervision. The deputies were able to monitor proceedings even though not able to present physically due to the outbreak. The arrangements led to strengthened ties between the court and the deputies.

Zhu suggested that in light of epidemic prevention and control, social development and people's needs for judicial services, courts should speed up the building of a "cloud litigation" system, intensify efforts to guarantee “cloud supervision" and enhance trial and enforcement efficiency in order to meet people's need for diversified judicial services.
