Baishan sits on the west side of Changbai Mountain and has plenty of natural resources and in recent years has come up with the idea of selling its agricultural produce online via a business site to drive its economy. He spoke with company representatives at an e-commerce incubator and tried to encourage them to get more young people to join in them.

In a discussion with Baishan officials, the governor concluded, "We need to implement the supply-side structural reforms completely and cut overcapacity and stick to ecological development," then asked the officials to "explore every possibility for economic revitalization".
