Provincial Party chief urges intensified anti-graft efforts

Bayanqolu, Party chief of Jilin province, urged continuous efforts to be made to fight corruption. He was speaking at the fourth plenary session of the 10th CPC Jilin Provincial Commission for Discipline Inspection which was held in Changchun, capital city of the northeastern province on Jan 28.

Bayanqolu pointed out that Party committees and commissions for discipline inspection at all levels in Jilin province had earnestly implemented the deployment made by the central and provincial party committee over the last year, upholding and deepening the reform, fulfilling its responsibility and strengthening law-enforcing supervision.

He also made a summary of last year’s progresses in the construction of the Party’s working style and a clean and honest government, as well as the anti-corruption campaign.

Through strengthening law enforcement and severely punishing corruption according to the law, the commissions for discipline inspection punished several Party members and cadres for serious violations of the law and discipline, and thereby scared many potential offenders.

The province has strictly enforced Party discipline and corrected malpractices, as well as diligently followed the Party central committee’s requirements on political, organizational and clean and honest discipline, dealt with 790 cases violating China's "eight-point" anti-bureaucracy and extravagance guidelines issued by the CPC top leadership in December 2012 and the concrete provision made by Party committees in Jilin province.

About 114 violators in 56 cases, which had made a bad impression on society, were made public by the discipline inspection department; and as a result, the malpractices in the Party reduced.

Dispatching discipline inspection teams should be strengthened as an important way of supervising government and its officials. Jilin province sent out teams to government departments, provincial colleges and universities and provincial state-owned enterprises in order to promote the transformation of an economic development model, reform and opening up, social harmony and the leadership of the Party.

The province has improved its working styles and called for more authorities to partake in promoting good governance and combating corruption, with a long-term work mechanism on the construction of the Party’s working style and a clean and honest government.

Jilin province held nine meetings to discuss the deployment on the construction of the Party’s working style and a clean and honest government, forming a top-down working mechanism with clear duties and responsibilities at all levels.

In addition, the province has deepened the reform of Party discipline inspection and focused on the key sectors and the people in charge.

Bayanqolu said the province would intensify efforts on building a clean government and fighting corruption, since it had been confronted with severe challenges in malpractice like many other provinces. He pointed out the anti-graft campaign should always be a priority.

He emphasized that officials should raise their awareness of sticking to the Party's discipline and the law, especially for the provincial Party members and cadres. They should make an in-depth investigation and self-inspection according to the Chinese President Xi Jinping’s requirements on Party members’ self-discipline in the following ways:

First, they should implement the central and provincial Party committee decision-making arrangements.

Second, they should not engage in activities that seriously disturb public order and the work of State agencies or form cliques and factions to benefit themselves.

Third, they should not spread rumors and hearsay.

Fourth, they should not lie to the Party about their personal information or other serious problems.

Last, they should not absent themselves from their work or duties without the Party organization’s permission.

The officials are also expected to be strict with them, he continued, and set examples for the younger ones and provide them with guidance and education on discerning right from wrong, staying alert, sticking to the bottom line and showing respect.

The provincial governor Jiang Chaoliang and Huang Yanming, chairman of the Jilin Provincial Committee of the CPPCC also attended the meeting.
