Zhangjiagang issues first fiscal resident certificate

The Zhangjiagang local taxation bureau has released the first Certificate of Chinese Fiscal Resident in Zhangjiagang, Jiangsu province.

Jiang Guoyan, human resources manager of the eastern area branch of Air Liquide Shanghai Co, expressed his appreciation to officials in the taxation bureau for their service and efficiency during the application process.

Air Liquide Shanghai is a listed company in Paris, France. The company carries out a stock ownership plan to encourage employees with dividends every year.

According to Chinese and French regulations on avoiding double taxation, employees of the company who have a Certificate of Chinese Fiscal Resident will pay 10 percent in individual income tax in France and China separately. Otherwise they have to pay taxes totaling 30 percent in France.

To protect taxpayers, the Zhangjiagang local taxation bureau has simplified the application process. Taxpayers can submit all application materials at one place, and all the auditing steps will be completed in the bureau. Taxpayers don’t need to go to the bureau many times to get the certificate, and the auditing period has been shortened from a month to five days.
