A total of 56 service projects in the “partner plan” have been carried out in Zhangjiagang, Jiangsu province, since last March, when the plan was put into effect in the city.

The plan, depending on cooperation of the government, volunteers and enterprises, has normalized and improved charity work in Zhangjiagang.

Jiang Jingfang, organizer of a charity project called “Home of Love”, said she and other moms knitted sweaters for kids in poor families. Unfortunately, they were limited by resources. Now the project has gotten help from Shanghai Pudong Development Bank and more moms are able to join in.

There are requirements for volunteers and projects to guarantee implementation of the partner plan.

According to requirements, volunteers have to do charity work at least four times a year, or serve at least 10 hours. Volunteers that fail to meet the requirements will be disqualified.

Furthermore, there are detailed regulations on every project. All the money donated by enterprises is paid via installments, and the use of the money is inspected by the Zhangjiagang Charity Foundation and volunteer association. Details are published to the public, and the money will be given to volunteers with recognition of enterprises.

Volunteers who are responsible for carrying out projects have to submit a plan first. They will not get the funds if the services fail to meet standards, fail to pass inspection or the public doesn’t approve it.
