Personal payment standard of medical insurance at 90 yuan in 2015

Changsha county in Hunan province recently held a 2015 work meeting on basic medical care for urban and rural residents.

According to the provisions of a related government document, the annual cost of medical coverage of Changsha county in 2015 is 90 yuan ($14.68) per person.

The personal shares of the insurance premium of the residents who have no source of income, no working ability, and no legal obligors, those living on minimum subsistence allowances in urban and rural areas, those receiving special government allowances, and disabled people, are paid by the civil affairs departments or the finance departments according to related policies.

By late 2014, over 70,000 people in the county had enjoyed hospitalization expense reimbursement under the medical insurance system; and the expenditures of the hospitalization fund had reached 164 million yuan; more than 285,000 people had received outpatient expense reimbursements, and the expenditures of the outpatient fund had exceeded 8 million yuan.

Since 2011, over 98 percent of the urban and rural residents, equivalent to more than 720,000 people, have joined medical insurance each year. In 2013, Changsha county was the first one in the city to implement a general outpatient funding system for basic medical services among the residents of the county and a medical reimbursement system for the residents' acute diseases, which have effectively met residents’ medical insurance needs from the outpatient diagnosis and treatment of minor illnesses to hospitalization due to serious diseases.
