Land

Instead of putting out funds to buy land, companies can rent it from the local government for a certain period of time, say, 50 years for industrial space, in accordance with China’s laws, which allow for land to be acquired through auction.

Infrastructure

Changsha mainly gets its water from the Laodao River and Zhushuqiao Reservoir, built in 2010, which can supply 650,000 tons of water per day. The Xingsha Waterworks supply 200,000 tons per day.

There are two sewage disposal plants in urban areas that can handle 200,000 tons a day and 18 others built at the end of 2011, at a cost of 438 million yuan, making Changsha the province’s first county with that large a number of sewage facilities. It has two 500-kv power stations, two 220-kv, 12 with 110-kv, and 12 at 35-kv, along with 11 transmission lines of 10-kv, 14 for 35-kv, and 205 at 10-kv that can supply up to 463,000 kW, meeting all the county needs.

The Xingsha ENN Gas Co is its largest supplier of pipeline gas, with around 230,000 square meters of gas daily, in 2010, covering the town of Xingsha, the development zone, Xingsha Industrial Park, and the villages of Huanghua, Ganshan, Langli, Huangxing, Muyun, and Tiaoma. The second phase of a West-East Natural Gas Transmission project went into service in 2011, supplying 1.2 billion sq m of natural gas to the province every year, with Xiangtan and Zhongwu now connected.

Communications

The county provides Internet services such as a wireless network, DDN, and broad band, as well as fixed lines and IP phones. A Wireless Xingsha project provides wireless Internet services for the new part of Xingsha and convenient communications for local people and enterprises.

Transport

Cargo in the county can be moved by water, road, train, and air to anywhere in the country and abroad, with a direct line to Shanghai that cut the transport time to 72 hours. Another direct train to Shenzhen, Guangdong province, cuts the transport time to 24 hours. The air transport company FedEx allows county enterprises to send goods anywhere in the world, and airliners to Guangzhou, Guangdong province, leave Changsha every hour.

Changsha seeks to revive porcelain production

In recent years, the local government has sought to revive the region's long tradition in porcelain making and boost local industry with the cultural influence of ancient Tongguan kilns, which have a history of 1,200 years.
